Admission Requirements
Worlds seeking Federation membership must demonstrate:
- Unified planetary government
- No caste-based discrimination
- Dedication to peaceful coexistence
- Warp capability or equivalent technology
- Commitment to mutual defense and aid
Member Rights
All Federation members are entitled to:
- Representation in the Federation Council
- Protection by Starfleet forces
- Access to shared technology and knowledge
- Trade agreements with other member worlds
- Cultural and religious freedom
- Territorial sovereignty within Federation space
Member Obligations
Member worlds must:
- Contribute resources to Starfleet operations
- Abide by Federation law and treaties
- Provide aid to other members in crisis

Neutral Zone Protocols
Federation members must respect established neutral zones with non-aligned powers. Entry into neutral zones requires explicit authorization from Starfleet Command and may constitute an act of war.
Diplomatic Immunity
Accredited ambassadors and diplomatic personnel from member worlds enjoy full diplomatic immunity within Federation space, subject to recall by their governments for violations of interstellar law.
General Order 1: The Prime Directive
Overview
As the right of each sentient species to live in accordance with its normal cultural evolution is considered sacred, no Starfleet personnel may interfere with the normal and healthy development of alien life and culture.
Core Principles
Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely. Starfleet personnel may not violate this Prime Directive, even to save their lives and/or their ship, unless they are acting to right an earlier violation or an accidental contamination of said culture.
Applications
- No identification of self or mission to pre-warp civilizations
- No interference with the social, cultural, or technological development of said planet
- No references to space, other worlds, or advanced civilizations
- Exceptions may be granted only by Starfleet Command
Enforcement
Violation of the Prime Directive can result in court martial and permanent expulsion from Starfleet service. All personnel are required to undergo annual recertification on Prime Directive protocols.
Temporal Prime Directive
Purpose
The Temporal Prime Directive serves as the guiding principle for all Starfleet personnel when dealing with temporal phenomena, time travel, or chroniton-based technology.
Regulations
All Starfleet personnel are strictly forbidden from taking any action that may alter the timeline or create temporal paradoxes. This includes but is not limited to:
- Sharing knowledge of future events with individuals from the past
- Preventing historical events from occurring as recorded
- Using temporal technology for personal gain or advantage
- Creating alternate timelines through deliberate action
Temporal Investigations Department
The Department of Temporal Investigations maintains jurisdiction over all temporal incidents. Any encounter with temporal phenomena must be reported immediately to DTI representatives.
Emergency Protocols
In cases of temporal incursion or timeline contamination, commanding officers are authorized to take whatever action necessary to preserve the timeline, including the use of temporal shielding and chroniton torpedoes.
Penalties
Violations of the Temporal Prime Directive are considered among the most severe infractions in Starfleet regulations, potentially affecting entire civilizations across multiple timelines.
First Contact Protocols
Statement of Purpose
This policy establishes protocols for diplomatic first contact scenarios between Starfleet vessels and previously unencountered species or civilizations.
Pre-Contact Assessment
Before initiating first contact, commanding officers must complete:
- Full sensor sweep and analysis of technological capabilities
- Assessment of warp capability status
- Cultural and linguistic analysis when possible
- Risk assessment for both parties
- Consultation with ship’s counselor and diplomatic officer
Contact Protocols
Standard first contact procedure requires:
- Transmission of universal greeting on all frequencies
- Deployment of universal translator protocols
- Maintenance of defensive shields at minimum power
- Weapons systems offline unless threatened
- Senior staff briefing before face-to-face contact
Post-Warp Civilizations
Contact with warp-capable species may proceed at the discretion of the commanding officer, following standard diplomatic protocols established by the Federation Diplomatic Corps.
Pre-Warp Civilizations
Contact with pre-warp civilizations is strictly prohibited under General Order 1, except in cases of prior contamination or imminent extinction-level events.
Documentation Requirements
All first contact situations must be thoroughly documented and transmitted to Starfleet Command within 24 standard hours.
Use of Force Doctrine
Authorization
Under specific circumstances, Starfleet personnel are authorized to engage in tactical operations including the use of deadly force. This policy outlines the framework for such authorization.
Defensive Actions
Starfleet vessels and personnel may use force, including deadly force, when:
- Defending against unprovoked attack
- Protecting Federation citizens or allies from imminent harm
- Preventing the destruction of Starfleet vessels or installations
- Defending against boarding parties or invasion forces
Rules of Engagement
Standard tactical engagement protocols require:
- Attempt diplomatic resolution when feasible
- Issue warnings before firing unless under immediate attack
- Use minimum force necessary to neutralize threat
- Offer terms of surrender when tactically appropriate
- Provide aid to disabled vessels when safe to do so
Weapons Authorization Levels
- Level 1: Stun settings only, non-lethal force
- Level 2: Targeted disabling shots, minimal casualties
- Level 3: Full defensive capabilities authorized
- Level 4: Offensive operations authorized
- Level 5: Maximum force authorized, all weapons free
Post-Action Requirements
Following any use of force, commanding officers must file a complete tactical report including sensor logs, command decisions, and casualty assessments within 48 hours.
Medical Ethics and Treatment Protocol
Medical Ethics Foundation
All Starfleet medical personnel shall practice medicine in accordance with the highest ethical standards, respecting the dignity and rights of all sentient beings.
Core Principles
- Do no harm – primum non nocere
- Respect for patient autonomy and informed consent
- Beneficence – acting in the patient’s best interest
- Justice – fair and equal treatment regardless of species, rank, or affiliation
- Confidentiality – protection of patient medical information
Treatment Priorities
Medical triage protocols establish treatment priority based solely on medical need:
- Life-threatening injuries requiring immediate intervention
- Urgent conditions that may become life-threatening
- Serious but stable conditions
- Minor injuries and non-urgent care
Species-Specific Considerations
Medical officers must maintain current certification in multi-species medicine and respect cultural and biological differences in treatment approaches.
Research Ethics
Medical research involving sentient beings requires:
- Full informed consent from all participants
- Review by Medical Ethics Board
- Minimal risk protocols
- Right to withdraw at any time
Enemy Combatant Treatment
Medical personnel are obligated to provide equal medical care to enemy combatants and prisoners of war as outlined in the Seldonis IV Convention.
