Under specific circumstances, Starfleet personnel are authorized to engage in tactical operations including the use of deadly force. This policy outlines the framework for such authorization.
Defensive Actions
Starfleet vessels and personnel may use force, including deadly force, when:
- Defending against unprovoked attack
- Protecting Federation citizens or allies from imminent harm
- Preventing the destruction of Starfleet vessels or installations
- Defending against boarding parties or invasion forces
Rules of Engagement
Standard tactical engagement protocols require:
- Attempt diplomatic resolution when feasible
- Issue warnings before firing unless under immediate attack
- Use minimum force necessary to neutralize threat
- Offer terms of surrender when tactically appropriate
- Provide aid to disabled vessels when safe to do so
Weapons Authorization Levels
- Level 1: Stun settings only, non-lethal force
- Level 2: Targeted disabling shots, minimal casualties
- Level 3: Full defensive capabilities authorized
- Level 4: Offensive operations authorized
- Level 5: Maximum force authorized, all weapons free
Post-Action Requirements
Following any use of force, commanding officers must file a complete tactical report including sensor logs, command decisions, and casualty assessments within 48 hours.
