Eligibility Criteria
Qualification requires demonstration of:
- Sustained superior performance over a minimum of five years
- Implementation of procedures or systems adopted fleet-wide
- Leadership resulting in measurable improvement of unit effectiveness
- Successful completion of high-priority missions under challenging conditions
- Mentorship producing exceptional junior officers
- Innovation in tactical, operational, or administrative procedures
Cross Design
The cross features four delta shields pointing outward from a central starburst, crafted in duranium with gold plating. Each arm represents a core Starfleet value: exploration, defense, diplomacy, and scientific advancement. The ribbon alternates silver and blue stripes, symbolizing the stars and space between them.
Review Process
Commanding officers submit nominations through sector command, requiring endorsement from three senior officers and documented evidence of achievement. The Starfleet Personnel Board reviews nominations biannually.
