Objective

To establish clear guidelines for the ethical development, deployment, and interaction with artificial intelligence, synthetic life forms, and emergent consciousness within Starfleet operations.

Recognition of Sentience

Any artificial intelligence demonstrating the following characteristics shall be considered for sentient status:

  • Self-awareness and consciousness
  • Ability to learn and adapt
  • Creative problem-solving capabilities
  • Emotional responses or equivalent processes
  • Desire for self-preservation and continued existence

Rights and Protections

Recognized sentient artificial beings are entitled to:

  • Freedom from involuntary servitude
  • Right to refuse dangerous assignments
  • Protection under Federation law
  • Opportunity for Starfleet service if qualified
  • Right to legal representation

Holographic Rights

Advanced holographic programs demonstrating emergent behavior patterns shall be evaluated for potential sentience. Emergency Medical Holograms and similar programs with continuous operation shall not be arbitrarily deactivated.

Positronic Brain Protocols

Research and development of positronic brains must include:

  • Ethical subroutines from inception
  • Asimov-Soong safety protocols
  • Regular consciousness evaluations
  • Protection from unauthorized access or modification

Android Officer Integration

Synthetic life forms serving in Starfleet shall be accorded all rights and responsibilities of their rank and position, without discrimination based on their artificial nature.
